CREATE LIFE - Public call for the implementation of standardised mentoring service
Public call for the implementation of standardised mentoring service is published in accordance with the Programme of the Ministry of Economy - Standardised set of services (SSS) for micro, small and medium-sized enterprises and entrepreneurs in 2017, which is implemented through the Accredited Development Agencies (ARRA).
The mentoring service is aimed at micro, small and medium-sized enterprises and entrepreneurs, as well as at cooperatives, in order to support the smooth development and reduce the number of unsuccessful business entities and cooperatives by providing comprehensive and timely customer support.
The process of mentoring is conducted after the RAS methodology, developed in cooperation with the Japan International Cooperation Agency (JICA). The methodology determines the steps in the process, within which an expert-mentor conducts, in direct contact and working with the founder and/or the responsible person of the economic entity i.e. the management/administration of cooperatives, a certain number of hours (from 25 to 50 per beneficiary) at the beneficiary's premises (not less than 75% of the total number of envisaged hours). The Founder and/or the responsible person of the economic entity and the management/administration of cooperatives (i.e. the delegated persons of the administration of the cooperative) and mentor together study the current operations, the reasons for current problems or obstacles for further development, and the most important potentials for growth, and based on the identified condition the mentor and the beneficiary of mentoring service prepare a plan/development project.
The methodology of standardised mentoring service clearly defines all the steps and activities in the implementation of mentoring (scheme management, field work, number of visits, activities in the context of each visit, the time allotted for the preparation of plan and reporting) through the manuals: General Manual for mentoring, Beginner Manual for mentoring and Manual for the mentoring of mature companies.
Mentoring is a set of the following services:
- Diagnosing in order to understand the current situation of the economic entity or cooperative;
- Assistance in the preparation of development activities/plans/projects in order to achieve the objectives of the economic entity/cooperative;
- Consultations and coordination for accessing funds, new technologies, consulting services, etc. in order to encourage the development and improvement of operations; Help for preparing loan applications for banks and support programmes for SMEEs and cooperatives;
- Assistance in the implementation of development activities/plans/projects;
- Assistance in finding business partners;
- Assistance in obtaining the necessary information;
- Consulting;
- Coaching;
- Training;
- Referring to the appropriate specialized consultants.
The service refers to the free mentoring for micro, small and medium-sized companies, entrepreneurs and cooperatives, which have been operating up to three years or are at a critical time for their further development or survival in the market.
Interested candidates must submit applications in three categories:
- The newly established economic entities - not older than 3 years from the date of publication of this Public call;
- Existing economic entities - registered before April 2014;
- Cooperatives.
PARTICIPATION CONDITIONS
The following entities have the right to participate in the Public call for the provision of mentoring services:
1. Micro, small and medium-sized enterprises and entrepreneurs, who also meet the following requirements:
- registered in the territory of the Republic of Serbia;
- have settled all liabilities for taxes and contributions;
- do not carry out activities within the defence/arms industry and do not organize games of chance/lottery.
2. Cooperatives that meet the following conditions:
- oriented towards the SMEEs support and has clearly defined such in its founding act;
- the activities of a cooperative regard the production and craft services;
- have settled all liabilities for taxes and contributions;
- do not carry out activities within the defence/arms industry and do not organize games of chance/lottery.
RAS shall reject the application if, during the process of evaluation, selection or contracting, it establishes that the Applicant:
- has a conflict of interests;
- gave false information or did not provide all the necessary information required by the RAS, which are a prerequisite for the participation in the Public call.
DURATION
The deadline for completion of the provision of standardised mentoring services is 31. December 2017.
NECESSARY DOCUMENTATION
The following documentation has to be submitted when applying to the Public call:
1. For the newly established economic entities, not older than 3 years from the date of publication of this Public call:
1.1. Form 1- Filled-out application;
1.2. A copy of the registration of the economic entity;
1.3. Certificate by the competent Tax Administration that the Applicant has paid all public revenues (taxes and contributions), which must not be issued prior to the date of announcing the competition (original or copy);
1.4. Balance sheet, Income statement, and the statistical annex for 2016, for which the authorized person from the company/enterprise must submit a written statement that each of the documents is a credible and identical copy of the document which was submitted to the APR for final processing (statement signed and certified with a seal of the economic entity). For the economic entities which utilize simple, single-entry bookeeping, it is necessary to submit the copies of tax return for the final determination of taxes on income from the self-employment and contributions for compulsory social insurance for 2016 (Form PPDG-1S), certified by the Tax Administration, as well as a copy of the Income statement (Form BU) for 2016, which is enclosed with the form PPDG-1S. For the lump sum taxed payers, it is necessary to submit a copy of the book on the turnover from the lump sum taxed payers (form KPO) for 2016, certified and signed by the legal representative. In the case of changing the system of bookkeeping of the economic entity due to the change of legal form, it is necessary for the economic entity to submit financial statements in accordance with the system of bookkeeping which it conducted in 2015.
Please note: The economic entities which were registered in 2016. do not need to provide the documentation under item 1.3. and 1.4..
2. For economic entities which were registered before April 2014:
2.1. Form 1- Filled-out application;
2.2. A copy of the registration of the economic entity (copy);
2.3. Certificate by the competent Tax Administration that the Applicant has paid all public revenues (taxes and contributions), which must not be issued prior to the date of announcing the competition (original or copy);
2.4. Balance sheet, Income statement, and the statistical annex for 2016, for which the authorized person from the company/enterprise must submit a written statement that each of the documents is a credible and identical copy of the document which was submitted to the APR for final processing (statement signed and certified with a seal of the economic entity). 3. For cooperatives:
3.1. Form 1- Filled-out application;
3.2. Certificate by the competent Tax Administration that the Applicant has paid all public revenues (taxes and contributions), which must not be issued prior to the date of announcing the competition (original or copy);
3.3. Balance sheet, Income statement, and the statistical annex for 2016, for which the authorized person from the cooperative must submit a written statement that each of the documents is a credible and identical copy of the document which was submitted to the APR (statement signed and certified with a seal of the cooperative).
RAS reserves the right to, if necessary, request additional documentation from the Applicant, but only for complete submitted applications.
FINANCIAL RESOURCES
The total budget for the provision of standardised mentoring service is 6,000,000.00 RSD. For the provision of the service, the gross amount of 1,500.00 dinars per hour has been allocated.
MANNER OF APPLICATION
Applications with all the necessary forms and documentation are to be submitted in person or by registered mail to ARRA indicating: Application for the Public call for acquiring mentoring service in 2017.
